  • Officer Cleared in Shooting

    house2008-07-14-1216077159.jpg  A Miami Police officer has been cleared of all charges in the death of a four state man..

     Officer Jeffrey Friazer has also been re-instated to the police force.

      Fraizer shot Ivar Rupley 3 times on the night of June 21st.

    Otawa County District Attorney Eddie Wyant tells me investigators with the OSBI concluded Rupley did use deadly force against officer Fraizer.

      Rupley threatened Fraizer with a knife, then threw it at him.

      Rupley had made threats about a fire-arm earlier in the evening...

      Wyant says Fraizer was within his rights to shoot Rupley rather than waiting to be stabbed or possibly shot.

      Fraizer responded to the apartment complex Rupley lived in to assist a woman who Rupley had assaulted..

      Police say he hit her on the leg and neck with a cane.

     Upon arriving at the scene, Friazer saw Rupley had two knifes..

      Fraizer ordered Rupley to drop the knife he was holding repeatedly when Rupley threw it at him.

      Fraizer then shot him 3 times.

      Rupley was transported to Miami Baptist Hospital where he died.

     Fraizer has been on administrative leave since the incident.

      Wyant says he's satisfied Fraizer acted appropriately in defending himself against a deadly threat...

      Wyant also added Fraizer could have shot before Rupley threw the knife at him, but did not.

      No action will be taken against Fraizer.
