JOPLIN, MO-- A Joplin home under construction aims to cut future utility bills to less than a dollar a day. When tornado victim Hugh Shields lost his home in the storm, he knew he wanted to make the replacement energy efficient.  Working with an energy consultant led to prefab insulated walls, an insulated concrete foundation and a specially designed room that can both collect and release heat throughout the day. Crews say they feel the eco friendly changes are an important goal.

Willy Perkins heads up Good Will Builders. He said, "I'm passionate about it because I really feel like there's a lot of us on this planet now and we're going to need to learn how to be more conservative."

Workers expect the electric bill to both heat and cool the home will come in at less than $300 a year.
