Noel Council Member Brought To Meeting in Handcuffs

NOEL, MO---Council member John Lafley tells KSN Mayor James Carroll sent notice last night about a meeting this morning.  Several members did not receive the notice within the required amount of time and felt the meeting would have been illegal.

Lafley says only 2 of the members initially attended. Council members say Mayor Carroll then allegedly sent the marshall to go get 2 of the other council members. One said she would not attend and she would only go if taken in handcuffs. Lafley says the marshall then handcuffed her and brought her to city hall.  Lafley says the mayor was trying to force a vote on rezoning an area of land from commercial to allow for income based housing. 

The members voted and defeated the issue 3 to 2. We could not reach Mayor Carroll at home tonight for comment, he did not return our call.
