NEOSHO, MO--- The festival is named after a Neosho resident from the 1800's who is said to have revolutionized the wine industry. There will be a Herman Jaegar exhibit on display at the Neosho Civic Center on Tuesday. Members of the arts council have been planning the event for over a year and have had numerous fundraisers to make it all possible. They say there is something for every member of the community to enjoy. The festival began today with a painting workshop from Missouri's 2012 artist of the year, Billyo O'Donnell. Some of the workshops do have a cover charge but most of the events are free to the public. For a complete list of all the activities at the festival click here.
