Starting tomorrow, teen-agers who smoke could face new fines and so could drivers who speed in construction zones. Tomorrow is the date for dozens of state laws to go into effect. It has long been illegal to sell tobacco to people younger than 18, but a new law also makes it illegal for minors to possess tobacco. Violators could face a fine up to $200. Speed demons will also face fines for speeding or passing in a construction zone. That fine will be at least $250. Money from the fines will go to local school districts where the offenses occurred. Other new laws spare the mentally handicapped from execution if convicted of murder and bar the recognition of same-sex marriages in Missouri.
