Voters in one four-state community will soon decide if a historical landmark should be improved. A yes-vote on November 4th for a proposed sales-tax increase in Carthage would mean an expansion for the city`s public library. Library boosters say more space is needed for books, programs and services. If passed, the city sales tax would be increased by three-sixteenths of one percent. Carthage residents who want to know more about the proposed sales-tax increase can attend a public forum at the Carthage Memorial Hall,tonight at seven.
