NOEL, MO--- Charges against Noel City Marshall Gene Thacker have been dropped. He was charged with Felonious Restraint after he allegedly handcuffed city Alderman Nancy Zeorlin and forced her to attend a meeting she thought was unlawful.

According to the McDonald County prosecuting attorney, the charges against Thacker were dropped at the request of Zeorlin. But the charge against the Mayor James Carroll still stands. Last night, Noel City Council Members voted to begin the process of impeaching the mayor.
