MIAMI, OK.--- Jeff Bishop sent a letter to all city employees last week notifying them of the changes. The letter said the City of Miami will use quote "positive processes" like hiring freezes, early retirements and eventually exit incentives to reduce the work force. Bishop says he will not recommend a lay off unless the city finds itself in a critical financial situation. City employees will attend a mandatory meeting on December 6th to discuss the changes.
