Webb City Apartment Tenants Without Heat

WEBB CITY, MO.--- Tenants in an apartment building in Webb City say their utilities are included in their monthly rent payment, but unpaid bills by the landlord are leaving them in the cold. The building is located at 20 South Main Street and is used for low income housing.
After issuing an emergency court order, the city is footing the bill to turn the utilities back on. The Webb City police chief says they have briefly spoken to the last known owner, Kenneth Wickstrom, but thinks this is an issue involving a foreclosure and a divorce.

"For safety reasons, we had to get a court order to enter into every building to get the gas back on," states Carl Francis, Webb City Police Chief.
One unit also lost electric service, and city officials are dealing with that as well.
