JOPLIN, MO.--- After the May 22nd tornado, insurance agent Loretta Bailey purchased land in the residential area of the tornado zone. Last night, the Joplin City Council approved commercial rezoning for the lot located at Carolyn Place and 20th Street where Bailey plans to rebuild. Bailey owns the Allstate Insurance Company at 32nd and Connecticut, but says she wants to relocate her business to the tornado zone before she retires.

"We're wanting it to where you can get out and walk to the neighborhood, not so much urban where you have to drive everywhere, so it's exciting to be a part of that. I think when Joplin gets rebuilt, it is truly gonna be better than ever before," states Loretta Bailey, Small Business Owner.

City planners say they plan to commercialize many areas that were once residential along 20th Street starting at Connecticut Street, eventually expanding all the way to Schifferdecker.
