Jasper County Jail Phone Contract

CARTHAGE, MO.--- Jasper County Commissioners voted today to allow Sheriff Randee Kaiser to negotiate a new contract with the jail phone system provider "Encartele." A portion of the revenue raised by inmate calls comes back to the sheriff's office.
Since 2010, Encartele would hold 14 % of that revenue in a trust, with Sheriff Archie Dunn paying bills out of those funds. Sheriff Kaiser says the money was originally designated for jail improvements and technology. Attorney Norman Rouse says they never knew about the held money because it was never disclosed to the auditor or commission.

"I felt it was more appropriate for the company to send the money to the county again so the auditors could maintain accountability of it and then also so that when expenses were paid there was accountability for that also," states Randee Kaiser, Jasper County Sheriff.
Encartele has held about $44,000 for the jail since 2010.
